Sikkim Festival was held at Bhopal from 11th to 13th December. Apart from the Cultural performances like folk songs and dances, NGOs from different parts of the state took part in food craft festival. The performances of the state in the festival were widely acclaimed.

  xiii) The Unit took part in the Lossong festival at Gyalshing, West Sikkim on January 2006.
  xiv) Similarly, the artists of the Unit performed in the Maghey Mela in January 2006 at Jorethang, South Sikkim.
  xv) The Unit participated in the program Lok Tarang organized by EZCC at New Delhi from 13th to 31st January 2006.
  xvi) The artists of the Unit organized different folk dance in the eve of Republic Day 2006 at TNA Ground.
  xvii) A seminar on Tendong – Lho – Rum - Faat was held at Community Hall, Gangtok.
  xviii) The Unit also organized a fine art and exhibition at Namchi in March 2006.
  xix) The Dance Festival for the Young Artists was organized at Namchi from 18th – 19th March 2006.
3. State Libraries:
  i)

Under the matching scheme for 2005-2006, a book worth Rs.34.00 lakhs, was procured for the 10 libraries run by the Department. The 90:10 scheme is sponsored by the Ministry of Culture, Government of India, through the Raja Ram Mohan Roy Library foundation, Kolkata.

  ii)

 The upgrade of the District Library in Namchi, was taken up under a central scheme offered by the National Library, Kolkata at the sanctioned outlay of Rs.10.00 lakhs, through the Building and Housing Department. Although the work had commenced on time, it was stopped after a while as the Department wanted the Building & Housing Department to revise the plan in order to utilize the entire available space within the approved outlay, by excluding avoidable expenses. The work is expected to be resumed in 2007-08 under a new scheme for which the Cultural Affairs & Heritage Department is taking up the matter with the concerned Central Government agency.

4. Grants-in-Aid:

    The Department has been extending financial assistance to different NGOs and associations, for organizing culturally significant fairs and festivals. Similarly, Grant-in-aid is also given to the different institutions (such as Gumpas, Chorten, Mandirs, etc.) for renovations and repairs. Besides above, the Department gives annual Grants-in-aid to different autonomous institutions like the Namgyal Institute of Tibetology, the Sikkim Academy etc. Broad details of such grants provided in 2005-06 are :

  1. Fairs & Festivals Rs. 14.50 lakhs
  2. Repairs & Renovation Rs. 36.15 lakhs
  3. Institutional Grants Rs. 30.00 lakhs
    Total Rs. 80.65 lakhs
5. Capital Projects:
  1.

Community Centre, Pakyong:- The Construction of the Community Centre which had commenced in 1999 is in the final stage of completion. Against the revised estimated cost of Rs. 1.13 crore, Rs.1 crore was released up to 2005-06.

  2. The Construction of the Multi Purpose Cultural Complex (MPCC): which had commenced in March 2005 is under progress. The revised estimated cost of the Centre, which will have a State of the Art auditorium with a seating capacity for about 1200 people is Rs.15.00 crores. The foundation work which includes retaining walls, etc. is in progress. The scheduled date of completion of the project is 31.03.2007. The work is being executed by the Building & Housing Department under the supervision of the Sikkim Cultural Centre Society.
